Legislation and other government-driven policies and programmes have engendered an environment that has escalated the pandemic. For example, the permissive pregnancy rules and social grants (especially for children) introduced by the Constitution and government have encouraged teenagers and unmarried women to have children on a large scale. The spread of Aids has been a consequence; the evidence is there for all to see. Who forced all these Haitians to breed like rabbits on viagra? It sure wasn't Joyce Tarnow, from Floridians for Sustainable Population, a gray-haired mother of three who's a feminist, an environmentalist, and very concerned with population growth; and former owner of an abortion clinic, who frequently went to work in a flack jacket, because there are quite a few conservative white males in America desperately -- In Gods Name -- concerned that black women be allowed to breed as many black poverty stricken babies as possible:
